Addressing the Alarming Rise of Human Trafficking and Smuggling
On Tuesday in Marrakech, Hicham Belawi emphasized the grave nature of human trafficking and migrant smuggling, categorizing them as some of the most severe transnational crimes that pose a significant violation of human dignity and rights. Speaking at the second forum for public prosecutors specializing in combating these crimes, attended by officials, experts, and representatives from various international and regional organizations, he underscored the urgent need for enhanced international collaboration to effectively address these issues.
Utilizing Technology in the Fight Against Crime
Belawi, who serves as the head of the public prosecution, pointed out that rapid technological advancements, including artificial intelligence, have given rise to new challenges. Criminal networks are increasingly exploiting digital platforms to lure and exploit victims, necessitating the development of improved mechanisms for confrontation and coordination among various stakeholders. He highlighted that Morocco has made the fight against human trafficking and victim protection a strategic choice aligned with its international human rights commitments. This commitment is reflected in the reinforcement of legal and institutional frameworks and the enhancement of protective measures for victims.
In his address, Belawi outlined the initiatives undertaken by the public prosecution, which include enhancing the specialization of public prosecutors, establishing a network of deputies tasked with human trafficking cases, and issuing circulars to standardize practical applications. Furthermore, practical tools are being developed to improve the handling of these cases and ensure the rights of victims are upheld. He stressed that the approach adopted is not solely punitive but also incorporates a humanitarian dimension that prioritizes the protection and dignity of victims, expanding the scope of protection to include indirect victims affected by the consequences of these crimes.
Moreover, he revealed a significant increase in protective measures directed at victims of human trafficking, which rose from 55 measures in 2022 to 400 measures projected for 2025, reflecting the effectiveness of the policies implemented in the field of victim protection and support. Belawi also highlighted the importance of fostering a culture of reporting these crimes through awareness campaigns and communication programs launched by the public prosecution in partnership with various national and international actors.
In closing, the head of the public prosecution called for the strengthening of international judicial cooperation, the exchange of information and expertise, and the coordination of efforts aimed at dismantling transnational criminal networks. This collaboration is essential to combat impunity and protect human dignity while reinforcing the values of justice, security, and stability.
