Morocco's Strategic Role in African Cooperation: A Path to Integration and Development

Morocco's Vision and Diplomatic Engagement in Africa

With nearly 1,800 bilateral agreements and a robust diplomatic presence in 42 African countries, Morocco is solidifying its position as a key player in African cooperation. This strategic positioning is rooted in principles of integration, co-development, and large-scale regional initiatives. The Moroccan vision for Africa is underpinned by measurable outcomes and a growing footprint across the continent. According to Nasser Bourita, Morocco's Minister of Foreign Affairs, this strategy is anchored on five major pillars: a sense of belonging to Africa, confidence in its potential, a comprehensive approach to cooperation, sharing experiences, and launching structured regional initiatives. This dynamic is reflected in a diplomatic network that spans 42 African nations, while the Moroccan capital, Rabat, hosts 117 diplomatic representations, including those from nearly 80% of African states. Politically, the Kingdom has established approximately 1,800 bilateral agreements with countries across the continent, 1,400 of which were signed following the ascension of King Mohammed VI to the throne.

Economic Commitment and Regional Integration Projects

This diplomatic presence is complemented by a significant economic commitment. Morocco currently stands as Africa's leading exporter of cars and phosphates, with the Tanger Med port emerging as the continent's largest container port. The Kingdom is also involved in substantial regional integration projects, such as the Nigeria-Morocco gas pipeline, which affects thirteen African countries, as well as the Atlantic Initiative aimed at enhancing connectivity and development. This growing influence is bolstered by active diplomacy, exemplified by 53 royal visits across more than 30 African countries. Nasser Bourita emphasizes that Morocco cooperates with Africa based on a firm conviction of belonging; it is impossible to envision Africa without Morocco, as the ties are fundamentally geographical. Furthermore, education, training, and security are central facets of this cooperation. Each year, over 1,200 African officials benefit from capacity-building programs through around a hundred training cycles. Morocco also hosts nearly 60,000 African students, with more than 20,000 participating in academic cooperation, along with offering 5,500 scholarships. In the realm of security, the Kingdom participates in peacekeeping operations and advocates for a partnership-based approach focused on stability. This strategy aims to leverage integration, cooperation, and shared development as the primary drivers of transformation on the African continent.
