Morocco Activates 12 Consulates to Assist in Spain's Migration Regularization Efforts

Record Number of Applications for Spain's Migrant Regularization

As Spain embarks on an unprecedented migrant regularization initiative, the numbers are staggering. With just two weeks left until the June 30 deadline, applications have surged to an astonishing 900,000, more than doubling the government's initial estimate of 500,000 beneficiaries. This influx has set a new record, surpassing all previous regularization efforts in Spain's history. The Ministry of Inclusion, Social Security, and Migrations has reported that around 360,000 of these applications are currently being processed. However, officials have cautioned that this number is subject to change due to potential duplications and the ongoing filtering process.

The Spanish Commission for Refugee Aid reported an even higher figure, estimating that the total number of applications may exceed one million. Mónica López, the Commission's Director General, confirmed that only about 300,000 applications have been formally accepted, while acknowledging that the promised timeline of 15 days for provisional permits has largely been unmet. This delay has been attributed to several factors, including initial misinformation, challenges in scheduling appointments, and a lack of administrative resources.

Moroccan Community at the Forefront of the Regularization Process

Among the applicants, Moroccans stand out as a significant demographic, with approximately 125,000 individuals, or about 25% of the expected total, deemed eligible for regularization. The Moroccan community represents the largest non-EU diaspora in Spain, with over one million residents, of which nearly 969,000 are Moroccan nationals. Over 300,000 Moroccans currently contribute to Spain's social security system, making them one of the top foreign contributors to the nation’s pension and health insurance funds.

In response to this urgent situation, Morocco has mobilized its consular network across Spain to provide crucial support. The Ministry of Foreign Affairs has implemented a streamlined procedure that allows citizens to obtain apostilled criminal record certificates directly from consulates, significantly reducing the need for travel back to Morocco. This initiative, which began on February 11, has enabled quicker processing times, with certificates reportedly being available within a week. All 12 Moroccan consulates in Spain have extended their operating hours and even opened on weekends to accommodate the influx of requests.

However, challenges persist. The strict requirements of Spain’s digital application platform, Mercurio, have made the role of consular support indispensable, as even minor errors can lead to applications being rejected. Additionally, some applicants have encountered issues with their criminal records, which may still reflect old convictions despite rehabilitation. This has resulted in costly legal battles for some, further complicating the regularization process.

Furthermore, the regularization initiative has not been free from fraudulent activity. Reports have surfaced of brokers selling fake residency documents and charging exorbitant fees for consular appointments. Migrants are advised to avoid unauthorized intermediaries and utilize official channels to prevent potential rejections of their applications.

The regularization decree has also sparked legal challenges, with far-right factions in Spain criticizing the initiative and seeking to overturn it. As the political landscape remains fluid, the outcome of these challenges could significantly impact the future of migrant policies in Spain.

As Spain and Morocco navigate this complex situation, the mobilization of Morocco’s consulates is critical in ensuring that eligible candidates receive the support they need to successfully regularize their status. This effort, combined with the launch of Operation Marhaba, highlights the ongoing challenges and responsibilities facing both nations in the context of migration and asylum.
