Enhancing Judicial Ties Through Strategic Dialogue

This week, the seventh session of the Mixed Advisory Committee between the Ministry of Justice of the Kingdom of Morocco and the Ministry of the Presidency, Justice, and Relations with Parliament of the Kingdom of Spain took place in Marrakech. The Moroccan delegation was headed by the Director of Civil Affairs and Legal and Judicial Professions, accompanied by representatives from the Civil Affairs and Legal and Judicial Professions Directorate and the Criminal Affairs and Pardons Directorate, in addition to representatives from the Public Prosecution. On the Spanish side, the delegation was led by the Director-General for International Cooperation at the Spanish Ministry of Justice, with representatives from both civil and criminal cooperation sectors. The meeting also saw the participation of the Moroccan liaison judge in Spain, the Spanish liaison judge in Morocco, along with a representative from the Spanish Embassy in Morocco.

At the onset of this meeting, both parties expressed their appreciation for the robust historical relations that bind the Kingdom of Morocco and the Kingdom of Spain. They highlighted the strategic importance of judicial cooperation between the two countries in enhancing legal and judicial security, which serves their common objectives. Both sides acknowledged the quality of ongoing institutional dialogue grounded in the bilateral and multilateral agreements governing judicial cooperation in civil and criminal matters.

This meeting also served as a platform for both parties to discuss recent legal developments, particularly in the areas of judicial reform and the modernization and digitization of judicial procedures and services. Furthermore, they explored the sharing of best practices that could be adopted in future joint cooperation programs, which would significantly enhance the effectiveness of bilateral cooperation in civil and criminal law.

The discussion also covered the assessment of the current state of bilateral judicial cooperation, examining the evolution of cooperation requests, coordination mechanisms between central authorities, and the practical difficulties linked to managing cross-border cases. Additionally, the impact of legislative reforms on improving the processing and management of international cooperation mechanisms, particularly in relation to requests for judicial assistance, notification, enforcement of rulings, and extradition of criminals, was also analyzed.

Both parties praised the positive developments in judicial cooperation, characterized by intensified coordination among competent authorities amid diverse communication channels, as well as the enhancement of mechanisms that contribute to expediting the processing of cases.

In conclusion, they acknowledged the bilateral achievements in both civil and criminal matters, emphasizing the necessity to bolster these efforts with technical cooperation programs, such as exchange visits and the sharing of best practices, as a forward-looking approach to meet the aspirations of both sides.
