In a significant cultural meeting held in Marrakech on Tuesday, participants emphasized the importance of enhancing cooperation between Morocco and Spain to ensure the protection of both nations' cultural heritage against natural disasters and crises. This event, organized by the Spanish Cultural Institute in partnership with the "Heritage" Association, revolved around the theme of "Heritage and Prevention: Shared Experiences between Spain and Morocco." It provided a platform for experts, researchers, and professionals from both countries to exchange insights regarding legal tools, intervention mechanisms, and strategies for preserving historical and architectural heritage.

During the gathering, Maria Lopez Frias, a state lawyer from the Spanish Ministry of Culture, provided an overview of the legislative framework established in Spain for the protection of cultural heritage. She outlined emergency management mechanisms, particularly in response to earthquakes, floods, fires, and armed conflicts. Lopez Frias, who specializes in cultural heritage, explained that Spain's national plan for managing risks and emergency situations related to cultural heritage is based on three main pillars. The first is the implementation of preventive measures to protect cultural heritage from potential threats and disasters, aiming to anticipate risks and mitigate their impacts on cultural properties.

She further elaborated that the second pillar focuses on developing an intervention methodology to minimize damage during crises, ensuring a rapid and organized response. The third pillar involves establishing practical tools and coordination mechanisms among various institutions involved, aiming to guarantee both the protection of heritage and the safety of individuals.

Architect and researcher Karim Rouissi also presented a context analysis from a Moroccan perspective, highlighting the challenges associated with preserving architectural heritage amid the rapid transformations occurring in urban areas. He argued that urban modernization should be accompanied by heightened efforts to protect cultural identity, particularly in ancient cities and historical sites, advocating for better integration of cultural heritage conservation policies within development strategies.

Other participants stressed the significance of reinforcing cooperation between Morocco and Spain in areas of experience exchange and coordination of efforts, with the goal of improving the resilience of cultural heritage protection measures. This meeting also served as an opportunity to shed light on shared challenges and the prospects for collaboration between the two countries, particularly in a context marked by increasing threats to cultural heritage.
